- What Japanese Wikipedia people and I want know is whether the fact is stable and official in Commons. c:Commons:Licensing looks still unclear to me about the files not copyrighted in the country of origin but copyrighted in US by URAA. Commons:Licensing§Interaction of US and non-US copyright law is still keeping the following principle
- Uploads of non-U.S. works are normally allowed only if the work is either in the public domain or covered by a valid free license in both the U.S. and the country of origin of the work.
- Commons:Licensing§Uruguay Round Agreements Act states
- After discussion, it was determined that the affected files would not be deleted en masse but reviewed individually.

- A mere allegation that the URAA applies to a file cannot be the sole reason for deletion.
- but the licensing policy does not clearly states whether or not users in Commons can upload the files not copyrighted in the country of origin but copyrighted in US by URAA.
