Japanese cross-wiki vandal, see also nl:Overleg gebruiker:Piet van der Wal/blockmsg. User creates accounts from Wikipedias where he's not yet blocked/locked. IP-adresses used are 210.136.3.18 and 221.186.143.131. Both are blocked globally for a year (until December 3, 2011). All the, at the moment 75, checked accounts have been blocked and/or locked. User vandalizes on articles round the Dutch band Shocking Blue. I want to know if the user below a sockpuppet is from this vandal and if there are more accounts created/used by this user.   • コメント 却下せざるを得ない依頼であると考えます。ウィキペディア日本語版では、特定のアカウントが使用している IP アドレスの開示を行うには、本人の同意がある場合か、そうでなければ法的強制力をともなう要求を受けた場合に限られています。日本法では、本人の同意なしに IP を開示してしまうと、チェックユーザ係に法的責任を問われるおそれがあるためです。しかしながらショッキング・ブルーの履歴やマリスカ・ヴェレスの履歴を見ると、依頼者の懸念も理解することができます。ウィキペディア日本語版においても対策をとる必要があるでしょう。

    - the user in question accepts to reveal his/her IP-addresses, otherwise;
    - institutions with legally binding power (police, court, and so on) request to inform.
    This is because users with CheckUser access may be pursued legally under Japanese law if s/he reveals IP-addresses without consent of the user in question.

× (English) Not done. See meta:CheckUser policy#Information release. Generally, do not reveal IPs. And checking cross-wiki vandalism is role of checkuser, not sysop. Each local CU is sharing vandalism information. Additionally I've already reported result to checkuser mailing list.
