ライセンスの明確化提案

ファイル‐ノート:Japan map.png#ライセンスを確定させる提案での議論により、改変元ファイルであるJapan map.pngのライセンスを「GFDL 1.2以上+Cc-by-sa-3.0」として確定させることが合意されました（GFDL 1.1については適用可否の合意なし）。つきまして、この結論を本テンプレートに反映することを提案します。改訂案についてはTemplate:Japan map/sandboxを参照してください。具体的には下記の内容が追加されます。

• Japan map.pngの作者一覧とライセンス
  • 作者については当該ファイルのいずれかの版をアップロードした利用者全員を挙げています。初版以外のアップロード者については「改変時期によっては（初版以外のアップロード者のリスト）による編集を含む可能性もある」としています。ライセンスはGFDL+Cc-by-sa-3.0と記載します。
• データの原著作権者
• 本テンプレートを使用したファイルのライセンス
  • 本テンプレートは現行では「このファイルの二次的著作物をGFDLのもとで利用することが可能です」のみとなっており、実質的には改変部分をGFDLのみで提供しています。さらにWikipedia:ライセンス更新#ライセンス更新基準に基づき、2009年8月1日以前にアップロードされた場合はライセンス更新を適用してCc-by-sa-3.0ライセンスも許可しています。
  • ただし、Wikipedia:ライセンス更新#ウィキペディア日本語版での対応では「ウィキペディア日本語版のローカルにGFDLのみでライセンスされたファイルを新規にアップロードすることは禁止されます」と規定されているので、今回のテンプレート編集以降にアップロードされたものはGFDLとCc-by-sa-3.0の両方を適用するようにします。
  • なお、サンドボックスでは現時点では「2020年10月1日またはそれ以降」になっているが、これは期限を「9月末まで」に合わせるための措置であり、2020年10月1日から合意成立までに本テンプレートを用いたファイルの新規アップロードがある場合は「（合意成立の日付）またはそれ以降」に変更します。

• コメント There are 4,090 files in Category:Japan map and my guess is that in most cases the changes made by the uploader will be {{PD-ineligible}}. But the suggested approach above will save us time because we do not have to check all 4,090 files/edits manually. Besides GFDL only have not been allowed for about 10 years so it is about time to fix the template.

Please note that I am only proposing to disallow new uploads from licensing with GFDL only; I am less sure that whether we can force uploads after August 1, 2009 and before this discussion to be licensed with Cc-by-sa 3.0.--ネイ（会話） 2020年9月27日 (日) 14:47 (UTC)

Yes I agree. We have to check the files between august 2009 and today one by one. Most are uploaded by one user and if we are lucky the user agree to add cc-by-sa-3.0 so we do not have to check all those files manually. --MGA73（会話） 2020年10月1日 (木) 10:39 (UTC)
