InternetArchiveBotの2020年5月29日の稼働において、編集間隔違反（1分間に8編集）および1か月間の編集回数が30回を大幅に超えたため、Wikipedia:Bot#Botの条件に定められた内容およびWikipedia:Bot/使用申請/InternetArchiveBot#再審議 2018年6月にて定められた仮運用条件を違反したとして、暫定的に無期限ブロックをかけました。その後、ボットオペレーターの利用者:cyberpower678さんと議論を重ねて、今回問題を起こした理由やその解決策について話し合ったが、当方としてはブロックを解除するに至らないと感じましたので、代わりに追認依頼を提出することにしました。まずはcyberpower678さんと同じく今回の問題に関連する利用者:GreenCさんとの議論においてわかったことを下記にまとめます。

• 今回問題が起こった理由
  • InternetArchiveBotは普段の自動運転のほか、管理インタフェースがあり、そこで手動でボットを実行することができます（手動実行の権限については後述）。
  • 管理インタフェースのrunpageではウィキペディア日本語版がdisabled（無効）となっていますが、これは自動運転の無効を意味し、手動実行は無効になりません。
  • GreenCさんはオリンピック関係のリンク切れの修正を行っており、その過程で日本語版にもリンク切れが見つかりました。GreenCさんはリンク切れが見つかった言語版全てでボットを実行したが、runpageで無効になっていれば手動運転も無効になると考えて、そのまま実行しました。これにより処理ID 5930のジョブが作成され、InternetArchiveBotが編集を行いました。これが1か月間の編集回数が30回を大幅に超える原因となります。
  • InternetArchiveBotのworker（m:InternetArchiveBotを読んで、実際に編集を担うスレッドと認識しています）は複数あり、お互いの編集を関知しません。これが編集間隔違反（1分間に8編集）の原因となります。
• 再発防止策
  • GreenCさんの勘違いに関しては、phab:T254017が提出されました。runpageで無効となっているサイトにおいて手動でボットを実行しようとした場合、警告文を表示するという変更です。
  • アカウントさえあればInternetArchiveBotを実行できるという問題については、利用者グループ分けが実施されています。具体的には、basicuser利用者グループ（アカウント作成から10日経過、かつ編集回数が10回以上）でなければ実行できません。cyberpower678さんによると、全ウィキで共通の設定であるため、実行権限をuser利用者グループ（アカウント作成から3か月、編集回数1000回以上）に限定することはできません。
  • cyberpower678さんによると、複数のworkerがお互いの編集を関知しないため、編集間隔の制限は現時点では不可能です。
  • cyberpower678さんがボット使用申請の再開を希望しましたが、これはまずブロック解除が先ということで先送りにしました。

当方の意見は下記となっています。

• 利用者グループの設定については、規模のかなり小さいウィキも含まれるため、全ウィキでuser利用者グループに限定することが現実的ではないことは理解しています。しかし、それでもbasicuser利用者グループの制限が緩すぎるので、結局LTAによるブロック破り対策ができていません。この点は特に半保護破りを行うLTAが複数いる日本語版では重要です。
  • runpageの設定を手動運転にも適用できないかについて質問したところ、ほかの論点に対する反論がかえってきたので、この変更についてはあまり実施したくないだろうと予想します。ただし、この点についてはcyberpower678さんに改めて回答していただいたほうがいいでしょう。
• 編集間隔の制限が不可能というのは、はっきりいって論外です。正直この1点だけで無期限ブロックできると思います。
• 上記の問題とは関連が薄いですが、管理インタフェースの設定では「ノートページにのみ投稿する」（すなわち、記事は修正せず、ノートページで告知を行うに留める）というものがあるので、以前のボット使用申請で頻繁に挙げられたリンク切れ判定の問題は大きく軽減できるのではないかと思います。もっとも、投稿ブロックを解除しなければボット使用申請もしようがありませんが。--ネイ（会話） 2020年5月30日 (土) 05:11 (UTC)

cyberpower678さんよりさらなる返答をいただきました。

• フラグありボットにも編集間隔の制限を課すウィキで手動運転を無効にすることは可能です。現時点ではウィキペディア日本語版のみが該当するとのこと（当方からは未検証）。
• 自動運転には編集間隔を設定していませんが、日本語版では暫定ブロック以前の時点で自動運転を停止しています。
• 自動運転のオペレーターはcyberpower678さん1人です。

これに対し、当方の意見は下記となっています。

• 手動運転も自動運転も停止されれば、編集間隔超過によりブロックする必要性はなくなります。
• 手動運転を無効にした場合、自動運転のオペレーターが1人なので、WP:ROLEの改正がなくても当該方針に違反しないと考えます。
• つきまして、ブロック期間は「手動運転の無効化が実装されるまで」が妥当だと思います。--ネイ（会話） 2020年5月30日 (土) 14:15 (UTC)

This section is mainly for User:cyberpower678 and User:GreenC, who are related to the incident. Below is a rough translation of what was mentioned above in Japanese. On 29 May 2020, InternetArchiveBot had exceeded rate limits (by having 8 edits in one minute) and edit limits (by having more than 30 edits in one month), violating Wikipedia:Bot#Botの条件 (the bot policy) and the test running requirements in Wikipedia:Bot/使用申請/InternetArchiveBot#再審議 2018年6月. Therefore, I have temporarily blocked InternetArchiveBot. After that, I entered into discussion with User:cyberpower678 (the bot operator) and User:GreenC (user who submitted the manual job) for the causes of the incident and possible fixes. Since the fixes appear insufficient to me, I am not unblocking the account immediately; instead I am submitting this RFB (Request for Blocking) for discussion in the Japanese Wikipedia community, regarding whether the block should continue. Below is my understanding from the discussion with cyberpower678 and GreenC.

• Causes of the incident
  • Apart from automated runs, InternetArchiveBot also has a Management Interface where users can manually submit jobs.
  • In the runpage of the Management Interface, Japanese Wikipedia is set as disabled. However, this only refers to automated runs but not manually submitted jobs.
  • User:GreenC was fixing Olympics-related link rots, and found Japanese Wikipedia also had such link rots. Therefore, a job was submitted for Japanese Wikipedia. However, GreenC thought if it is disabled on the runpage then the job will not run. As a result of the job submission, Job ID 5930 was created and InternetArchiveBot did the edits. This is why InternetArchiveBot edited much more than 30 times in May.
  • There are multiple workers (I consider a worker as a thread but not sure if I am right) in InternetArchiveBot, and each worker is not aware of other workers' edits. This causes the high frequency of edits (8 edits per minute).
• Possible fixes
  • phab:T254017 was created to show a warning message when submitting jobs for wikis disabled on the runpage. This is to prevent similar incidents as what happened to GreenC.
  • Regarding rights to manually submit jobs, currently this is restricted to basicuser (10 days after account creation and at least 10 edits). According to cyberpower678, since this setting is applied on global scale, it is not possible to restrict the right to user (3 months after account creation and at least 1000 edits).
  • According to cyberpower678, since each worker is not aware of other workers' edits, it is not possible to impose rate limits.
  • cyberpower678 also mentioned of redoing the bot approval process. This, in any case, can only be done if InternetArchiveBot is unblocked.

My opinion is as follows.

• Since InternetArchiveBot is also used in small wikis, restricting the right to user might not be practical. However, allowing for basicuser is still too lenient and is insufficient in Japanese Wikipedia, in face of multiple LTAs starting vandalism edits only after getting autoconfirmed rights.
• When I asked whether it is possible to remove the ability to run manual jobs in Japanese Wikipedia, reply to my other points was given. Therefore, I infer that cyberpower678 does not want to do this. However, instead of mere inference, I would prefer cyberpower678 to reply directly to this question.
• No rate limits is out of the question. In my opinion, this is fatal and is worth an indefinite block even without other problems. ネイ（会話） 2020年5月30日 (土) 05:11 (UTC)

• It is possible to disable the user submitted bot jobs queue for any wiki requiring a rate limit. Currently only Japanese Wikipedia has rates limits for bots with bot flag.
• There is no rate limit set on InternetArchiveBot's main process, but the main process is not currently running on Japanese Wikipedia anyways.
• Currently, cyberpower678 is the only operator of InternetArchiveBot.

My opinion, after the additional reply, is as follows.

• If both user submitted bot jobs and the main process are stopped, there is no risk of exceeding rate limits.
• If user submitted bot jobs are stopped, then since there is only one operator, InternetArchiveBot does not violate WP:ROLE no matter the RFC to change it passes or not.
• Therefore, in my opinion InternetArchiveBot should remain blocked until user submitted bot jobs are disabled for Japanese Wikipedia. ネイ（会話） 2020年5月30日 (土) 14:15 (UTC)
