リシ・スナク

スナク再改造内閣(スナクさいかいぞうないかく)は、イギリスの首相リシ・スナク2023年11月23日に実施した首相就任後2度目の内閣改造により成立したイギリスの内閣である。内務大臣スエラ・ブレイバーマン英語版から外務・英連邦・開発大臣ジェームズ・クレバリーに交代し[1]、外務・英連邦・開発大臣には元首相のデーヴィッド・キャメロンが就任した[2][3]

概説

前週から緊張が高まる中で[4]、 スナクは2023年11月13日にスエラ・ブレイバーマン英語版内務大臣から解任した。 ブレイバーマンはトラス内閣でも内務大臣を務めていたが、2022年10月に解任されている[5]ガーディアン紙によれば、今回の解任のきっかけとなったのはブレイバーマンが執筆し、2023年11月8日にタイム誌に掲載された記事である[6]。その記事には、警察幹部がデモの参加者を贔屓しているという認識や右翼過激派に対して親パレスチナの暴徒より手強いといった内容が含まれていた。首相官邸は記事の修正を求めたこともあったが、それが全ては受け入れられなかった[7]。結果としてブレイバーマンは解任されることになり、代わって外務・英連邦・開発大臣ジェームズ・クレバリーが内務大臣に就いた[8][1]

クレバリーの内務大臣就任により空席となった外務・英連邦・開発大臣には、元首相のデーヴィッド・キャメロンが就いた。これにはウィリアム・ヘイグの仲介があったとされている[9][10]。キャメロンは2016年9月12日庶民院議員を辞していたが[11]、改造当日の朝に一代貴族に叙され同時に貴族院議員となった[2]。貴族院議員が外務・英連邦・開発大臣に就くのは、1979年から1982年まで務めたピーター・キャリントン以来であり、また首相経験者が閣僚に起用されるのも1970年から1974年まで同職を務めたアレック・ダグラス=ヒュームぶりである[12][5]。一連の大臣の交代によって、2010年以来初めて四大閣僚を全て男性が占めることとなった[13]

2014年から5人の首相の下で大臣を務めてきた環境・食糧・農村問題担当大臣英語版テレーズ・コフィーが辞任をすることを発表した[14][15]。コフィーの後任には保健・社会福祉大臣英語版ステファン・バークレーとなり、バークレーの後任にはヴィクトリア・アトキンス英語版が就いた[16]

内閣府大臣英語版主計大臣英語版ジェレミー・クイン英語版は留任する予定だったが、大臣の辞任を表明した[17]。代わってジョン・フィリップ・グレン英語版が内閣府大臣兼主計大臣に就任し、グレンのポストであった財務省首席政務次官英語版は、ローラ・トロット英語版が引き継いだ[3]

リチャード・ホールデン英語版はMinister of State at the Department for Business and Tradeに就任したグレッグ・ハンズ英語版に代わって、保守党幹事長英語版無任所大臣英語版に就任した[18]

この他にバックベンチャーエスター・マクベイ英語版も無任所大臣に任命されている[19]

Reaction

Reactions to the reshuffle focused to a considerable extent on Cameron's "surprise" return to frontline politics.[38] The Shadow Secretary of State for Work and Pensions Liz Kendall asked the Works and Pensions Secretary Mel Stride about unemployment, saying "it turns out the government can get the over 50s back to work, just only if they are former prime ministers".[39] Addressing the House of Commons during the debate on the King's Speech, the Shadow Health Secretary Wes Streeting asked, "What kind of message does it send their constituents that their own party leader cannot find a suitable candidate for foreign secretary among the 350 Conservative MPs who sit in this House?"[40]

On Twitter, former Prime Minister Theresa May congratulated Cameron on his appointment as Foreign Secretary, adding that the experience he acquired during his tenure as Prime Minister "will be invaluable at this time of great uncertainty in our world".[41]

Following the cabinet reshuffle, Andrea Jenkyns submitted a public letter of no confidence in Rishi Sunak.[42]
