欧州連合軍司令部最高司令官（Supreme Allied Commander Europe,SACEUR）は、北大西洋条約機構（NATO）の連合軍司令部（ACO）の司令官であり、ACOの司令部である欧州連合国軍最高司令部（SHAPE）のトップである。司令官はベルギーのカストー（英語版）にあるSHAPEを拠点としている。SACEURはNATO内で軍事的に2番目に高い地位にあり、優先順位はNATO軍事委員会議長（英語版）に次ぐ。

SACEURは常に米軍将校が務めており、アメリカ欧州軍司令官と兼任である。

現在のSACEURはアメリカ陸軍のクリストファー・G・カヴォリ（英語版）将軍が勤めている。

副司令官

欧州連合軍最高司令部副司令官（DSACEUR）という役職は、2003年以降、連合軍司令部作戦副本部長と呼ばれている。1978年1月から1993年6月までは、英国とドイツの2人のDSACEURがいた。1993年7月からは1人のDSACEURに戻った。ドイツ軍将校であった少数の例外を除き、DSACEURは通常イギリス軍将校である。これまでの役職者は以下の通りである。

欧州内の防衛統合における役割

欧州防衛共同体に対する SACEUR の計画された役割

もし欧州防衛共同体（EDC）を創設する条約が1954年にフランス議会で批准されなかったとしたら、EDCは汎欧州軍を伴い、各国ごとに分割され、共通の予算、共通の武器、集中的な軍事調達、制度を有していただろう。EDCはNATOと一体的なつながりを持ち、大西洋同盟における自律的なヨーロッパの柱を形成していただろう。次の図は、このような取り決めにおけるSACEURの役割を示している。

DSACEUR's role in European Union missions

2002年のベルリン・プラス合意（英語版）に基づき、SHAPEはEUミッションの作戦司令部（OHQ）として、欧州連合（EU）の指揮統御機構（英語版）に参加することができる。その場合、常に欧州人である欧州連合軍副最高司令官（DSACEUR）が作戦司令官（OpCdr）を務めることになる。このようなEUによるSHAPEの使用には、「第一拒否権」、すなわちNATOが最初にある危機への介入を断らなければならない^[2] 、またEU外を含むNATO諸国の全会一致による承認が条件となる^[3]。
