w been raised to ten,held fast to their purpose, and at length the patricians, whoseobstinacy was shaken by the constant terror of impeachment,consented to adopt some measure of legislative reform. Theproposal of Terentilius, which aimed merely at limiting theconsular jurisdiction, was now laid aside, and it was resolvedto carry out a complete revision and codification of public andprivate law. As a preliminary step, commissioners were sent toexamine the existing codes in the chief cities of Greece, and ontheir return a board of ten was appointed, whose members wereto hold supreme authority for one year, superseding all othermagistrates, and devoting themselves to the task of settlingfor all time a fixed standard of justice. The new magistratesbore the title of Decemvirs, and the leading spirit among themwas Appius Claudius, 2 who had dropped his former characterof an uncompromising oligarch and seemed to live only by ^ Satires, iii. and xvi.
