WikiProject on open proxies/Blacklist

This is a list of IP proxies blocked on every project yet (visible in edit view). IPs on this list will be removed and categorised to Open proxies blocked on all participating projects once they're all blocked.

Note that this system is unscalable, and will soon eventually be deprecated by a more intuitive and flexible database.
